Indian Global Goals Economic Nuclearism

By Dr. Abdul Ruff

It is an occasion today for Indians to recall the Indian “greatness journey” not only into its neighborhood Jammu Kashmir killing innocent Muslims there, but also in every sphere of activities including anti-democratic and anti-international, as India is busy celebrating its historic republic day on 26 January, as usual, with fun and shows in New Delhi and every state capitals displaying its military power to the visiting dignitaries and also announcing the suitable awards for "close people" for their "excellence" in extra activities from momentary shooting to prolonged genocides; cheating the fellow Indians and Kashmiris and killing the innocent Kashmiris and insulting Pakistanis and Bangladeshis.

Along with US-Israel led anti-Islamic nations India succeeded in killing and torturng the Muslims and shamelssly branding them as the so-called "terrorists", suspected or other wise. India media have dome colossal damge ot Indian Muslims. An aspiring power with “democratic” nuclear arms, India is keen, going by the media predictions, to over take all world powers in all respects and kick USA way behind in becoming the world’s only terror superpower in a couple of decades from now deciding the destiny of the entire world. Indo-EuroUS-Russia nuclearism and “victim” syndrome plus state terrorism are supposed to help India reach the “heights” any way.

Economic-Nuclearism destinations

By pursing both capitalist and “socialist” models to merge them in to one crony capitalism and get the endorsement of USA, the former non-aligned leader India has come a long way in pursuing its hidden agenda. Muslims in India, Kashmir and Pakistan and partly Bangladesh, helped India in boosting image as the super victim of Islamic fundamentalist “terrorism”. India has indeed played its cards alternatively and together pretty well.

It is a known fact that the present regimes in Indian states and at the center are promoting capitalist market regimes in the country with a view to advancing their narrow financial goals. The so-called socialist infrastructure is being systematically eroded and converted into private or capitalist economy. The process that started with Narasimharao led Congress was dutifully carried forwarded by the BJP led NDA regimes and the trend of crony capitalist economic conversions is in full swing. And today the Manmohan regime is pursing the same agenda by catering to the needs of the big businesses in the country and outside. Since officially professed non-aligned tactics and gained supports form Soviet led nations in all respects, economic, military, in particular, it could not also hold on US brand quite openly. The hidden India-US ties got overtly activated following the Sept11 and yielded strength by 2005.

Indian elites about top 10-15% of Indians now look up to the USA-led West as their model patriotic citizenship which in fact only means making more and more wealth at the cost of the rest of the populations. Even as the very first Indian government trumpeted about socialist constructions in the country, the leaders was indeed was focused on creation of a strong rich as well elites to complete with US big business men. The British legacy of pro-West attitudes continued to influence them. With the collapse of the Nehru paradigm, consisting of “democracy, secularism, non-alignment and socialism,” the upper-crust of society, have set their face against the rest, especially the poor. Culturally, economically, and politically, they are closer to Northern elites and their own kin in North America and Europe.

This “cream” of India is fixed on greatness of India in order to claim to personal greatness every where. They want a shortcut to high global stature. They found several routes to reach their “destinations”, but the military fixation appeared the best. Greatness here is defined purely in terms of power untempered by civilized conduct or compassion. The ambitions of elites in India an USA the two so-called “largest democracies” to strengthen an array of military and economic ties is reflected in the set of initiatives announced by U.S. President Bush And India’s Prime Minister Singh in July 2005 together with the agreement in principle on nuclear trade and cooperation.

Already India played its cards rather well by keeping itself outside the NPT being nuclear power producing weapons and testing missiles off and on. It will also undermine an already shaky Nuclear Nonproliferation Treaty (NPT) regime by giving a country that developed nuclear weapons outside the Treaty the benefits of international nuclear trade. In general, the deal reinforces the legitimacy of nuclear weapons and weakens global rule of law, as the United States, the world’s leading military power and a country that ignores its own NPT obligations to negotiate for the elimination of its nuclear arsenal, also claims the right to choose which countries are sufficiently “responsible” to have both nuclear power and nuclear weapons.

Both the “creams” are over enthused by the extra profits they could make in multi and transnational business of all sorts. Neither the press nor most U.S. arms control analysts have paid much attention to the broader changes in the U.S.-India relationship that elites in both countries are seeking, each with an eye to maximizing their own wealth and power. Arms makers see huge potential profit from increased arms sales, with India being one of the world’s largest importers of high-tech weapons. U.S.-based multinationals are gearing up for expansion into India, hoping to use the enhanced “security” partnership as a wedge to further open India to foreign investment and sales, not only in nuclear technology and services but in everything from banking to food and agriculture to big box retail stores.

Indian Double-speaks

Double-speaks being engaged in by the USA and UNSC come to notice of the world, but Indian part of such colossal mischief escapes the attention of the world. Today India, a regional terrorist country, opposes the Iranian nuclear program and sides with USA, the global terrorists’ nation to vote against Iran and stop its legitimate uranium enrichment activities forcefully. India seeks every thing for itself, but denies the same to others, if necessary forcefully, and blocks others genuine interests and concerns.

India always boasts itself of a (Mr/Ms) Clean but in its dealing it shows wickedness and its nuclear dealings go against all NPT ethics. Good at public image on international arena, India always has had a double-face: both a humble-cum-innocent and also an arrogant, state terrorist. India is not just a bluffer on issues but also a perpetual terror in Kashmir killing thousands of defenseless Muslims there; it also has secret dealings in nuclear field as well.

New Delhi pretends to be a decent and honest nuclear user, but the facts and reality show the opposite. Ever since it eyed on nuclear weapons’ facility at part with the then nuclear weapons states , Indian government began charting strategies to gain access to global nuclear supplies to boost its nuclear program against the IAEA rules. Though India had close nuclear contracts with USSR almost on a permanent basis, it also forged indirect links with many other countries by secretly dealing with them. USA, UK, France, Israel and other nuclear sponsored states intermittently supported the Indian causes while officially opposing it for being an ally of Communists. Thus India continued to enjoy the shielding of opposing camps citing Islamic Pakistan and Kashmir and surged ahead with its nuclear program.

Against all claims by India that it has proven itself a responsible actor with respect to the export of sensitive technologies. India is a unique in that it is the only country in the world that remains outside of any legally binding non-proliferation arrangement, and refuses to accept even the ‘customary’ obligations taken upon by the five major Nuclear Weapon States. Ironically, the NSG has now been coerced into according an India-specific exemption. India is keen to advance its own unipolar diplomacy ahead..

Indian Global Goals-II

Peace and Nuclear terrorism

Indo-US nuclearism is only an open deal on nuclear collaboration culminating the long time secret dealings between them, but USA getting the Indian head within its beaks. Recent studies have unearthed some significant Indian features about its nuclear double-speak and false image building efforts internationally. Under Indo-US nuclearism deal, India has committed to certain principles. In the past, the Indian government had made similar commitments with the US and had provided written assurances to the US that it will not obtain or use licensable items in contravention of the US export control laws and regulations. US sources have evid3ence that New Delhi has conducted black market nuclear trading and has exercised poor control over key technology designs. Before 2003, India had been procuring large quantities of TBP from China. However, after China enacted new end-user requirements, India’s subsequent attempts to procure TBP from China remained unsuccessful. Subsequently, India utilized an array of Indian trading companies to procure TBP secretly from suppliers in Germany and Russia. In fact India got the Soviet supply of fuels almost free of cost.

Indian Nuclear march began even before India got freedom form the UK and well a year before the first nuclear explosion by United States in 1945 and three years prior to its (Indian) independence. Dr. Homi Bhabha, the founder father of Indian nuclear program submitted a proposal to Tata Trust for establishment of a nuclear institute in March 1944 as a result the ‘Tata Institute of Fundamental Research’ (TIFR), was founded on December 19, 1945 in Bombay , with Bhabha as its first Director. In spite of being a founding member of the Non-Aligned Movement (NAM), Indian Atomic Energy Commission (IAEC) established the Atomic Energy Establishment Trombay (AEET) in January 1954, formally inaugurated by Indian Prime Minister on 20 January 1957 (later renamed as Bhabha Atomic Research Centre (BARC) on January 12, 1967). Consequently, the Department of Atomic Energy (DAE) was established with Bhabha as its secretary in August 1954. It was responsible to Indian Prime Minister and remained so even today.

As anon-aligned leader, India sought assistance form the capitalist world as well. After a year in 1955, India in collaboration with United Kingdom started constructing its first nuclear reactor –‘1MW Apsara research reactor’. In the same year Canada provided India with 40 MW, Canada-India Reactor and later in 1956, under the ‘Atoms for Peace’ program, USA agreed to provide 21 tons of heavy water for this reactor thus renaming it, Canada-India Reactor US, later truncated as CIRUS or Cirus. In the absence of any international policy on transfer of technology and being discreet and futuristic in getting the facility without any string form US, India set up indigenous program to manufacture natural uranium fuel for Cirus with its own control over the production of plutonium. The reactor was designed to produce weapon-grade plutonium enough for preparation of nuclear bombs and the same reactor provided requisite plutonium for 1974 nuclear test by India. As a nuclear base, Cirus further provided a prototype design for another powerful research reactor, Dhruva Plutonium Production, currently producing almost half of the weapon grade plutonium used by India for preparation of nuclear weapons.

Taking this sale of heavy water / technology by US as precedence, in the subsequent years, France assisted Israel in establishing its plutonium based nuclear reactor. During the developmental stages of Indian nuclear program, the Apsara, fuelled by enriched uranium from the United Kingdom, attained criticality on 4 August 1957, thus becoming the first operating reactor in the entire Asia (with exception of former Soviet Union) India has placed maximum emphasis on the development of breeder reactor fuel cycles in its nuclear program. In a bid of matching the Cirus, Indian PM allowed the Phoenix to enhance the plants capacity to house and enrich twenty tones of fuel per year.

Nuclear Black market

Obviously, the hidden nuclear agenda by India & Co lead to nuclear proliferations and Nuclear black market. Researchers have also found traces of proliferation and export of nuclear material to India by a number of US firms in complete violation of the Export Administration Regulations. Quite a few have also been even metaphorically investigated. It has been revealed that a case has been reported in the US State Department in which a US firm has exported technical information to an entity in India associated with its missile program. In yet another case a US firm had made an effort to unlicensed export of bio toxins to Democratic Peoples Republic of Korea through an Indian firm in New Delhi.

Through the assistance of US firms, Indian civilian nuclear programme also started in early sixties at Tarapur. In their close alliance, the former Soviet Union assisted India in its nuclear and missile programme on a number of occasions. As per documentary records; in 1983, Techsnabexport illegally sold 4.7 tons of heavy water and arranged its shipment to India via United Arab Emirates through West German broker Alfred Hempel. The same company sent 6 tons of heavy water cargos to Bombay via Zurich in July 1985 and 4 tons of heavy water cargo via truck to West Germany, for re-export via Zurich to Bombay in December 1985 in complete violation of German export laws. During July and September 1987, KIMIKA Company of Romania shipped seventy tons of Soviet heavy water to India from a defunct reactor in three lots.. In 1988, an agreement was reached between former Soviet Union and India for supply of two 1,000-megawatt power reactors without requiring full-scope safeguards as stipulated in IAEA. From 1988 to 1990, Soviet Union provided two Charlie-1 class nuclear-powered submarines that are usually equipped with eight SS-N-7 anti-ship, nuclear-capable cruise missiles. In 1990, India was also provided by former Soviet Union with cryogenic rocket engines and its technology for its production within India.

The Washington-based Institute for Science and International Security has, in a recent report, questioned the adequacy and implementation of India’s export control and nuclear classification procedures. The report states that India’s illicit procurement of dual-use nuclear-related items for its un-safeguarded nuclear program belies its recent commitments to the international community which paved the way for the Nuclear Suppliers Group (NSG) to grant India-specific exemption and allowed it to enter into civil nuclear commerce with NSG members-states. India has been procuring Tributyl Phosphate (TBP), a dual-use chemical used in nuclear programs to separate plutonium from foreign entities. The report also alleges that Indian entities were procuring sensitive centrifuge-related items from the open market for its secret gas centrifuge uranium enrichment plant. India Rare Earths, a sub-entity of India’s Department of Atomic Energy, procures sensitive materials and technology for a secret gas centrifuge uranium enrichment plant, codenamed “Rare Materials Project”, located outside Mysore. By using trading companies to procure TBP oversees legitimate, India has violated the spirit of the NSG. The revelation made by ISIS about India’s illicit procurement of sensitive centrifuge components suggests that its centrifuge enrichment activities are moving at a much faster pace with the assistance of the international nuclear black market.

Iran and India have been enjoying strategic relations in their history supported many including USA and Russia for their own reasons. In the initial days, both were supported by USA in their nuclear programme under the ‘Atom for Peace’ programme in 1950s. Following the imposition of multiple sanctions after 1979, the Islamic Revolution of Iran had to discontinue its nuclear programme. However Indian nuclear programme continued with a full impetus. While refurbishing their old bondage, in 1990s once Iran needed assistance in titivating its nuclear programme, India was bountiful enough in lending the obligatory backing..

India supplied 60 tons of Thionyl Chloride, a chemical being used in the preparation of mustard gas to Iran in 1989. Apart from Iran, India has surreptitiously supplied nuclear and biological related material to many other countries in reciprocation of its economic gains. Even under the charges of transfer of chemical and biological weapons related material to Iraq, US imposed non-proliferation sanctions on a number of Indian companies from 1998 to 2003. In practical sense the US sanctions on Indian companies and scientists were no more than an emblematic treatment.

India provided needed training to the Iranian nuclear scientists in early 1990s. It also signed an agreement with Iran for providing it with 10- megawatt nuclear research reactor, but had to cancel it for the sake of its long term gains from United States. However in December 2003, then Indian Foreign Minister Jessant Singh categorically said that, “India has and would continue to help Iran in its controversial bid to generate nuclear energy.” Two well-known Indian nuclear scientists from the highly placed Nuclear Power Corporation of India Limited (NPCIL) faced US sanctions on the charges of transferring nuclear related material to Iran in 2004. Corollary to that, in December 2005, United States put sanctions on “Sabero Organic Chemicals Gujarat Ltd. and Sandhya Organic Chemicals Pvt. Ltd. for transfers of chemical-related items to Iran”. Again in July 2006, two more chemical manufacturers of India (Balaji Amines and Prachi Poly Products) had to face the sanctions over the transfer of proscribed material to Iran. In April 2008, during his non-proliferation trip report to India, Bruce O Riedel, an analyst of Brookings Institute and advisor designate to Barack Obama on Middle East and South Asian affairs critically noted the growing Indo-Iran relations in all fields.

In fact India is cooperating with Iran for its long terms economic paybacks within Iran and through it from Central Asian Republics (CAR). In promotion of its long term strategic gains, India is otherwise helping Iran in the construction of its strategically positioned sea port at Chabahar. This port would provide India with a linkage with CARs, which it otherwise could not approach through Pakistan because of tense relations.

Indian Global Goals -III

Indian Lobbyists at Obama’s waiting Hall

With the exit of Bush regime in USA, India lost all its glamour for USA especially as the new incumbent of the White House does not lift the Indian phone calls nor does he talk of American Indian lobbyists. Western media that support state terrorism also support India case for US help.. India media obviously has already launched wide propaganda for India “greatness” and invites US president Obama’s attention. .

Indian media magnets, who got a sort of viral heart attacks, repeatedly, as president elect Obama deliberately ignored India, a “nuclear ally” in the East are still on their toes to make the USA to see “reason” and talk to them, while the mood in the White House is one of” enough is enough and we done a lot for you guys”. When Obama spoke to several world leaders including Pakistan, he declined to lift the frantic phone calls from New Delhi with the “support message”. Obama’s desire tp free Kashmir form Indian clutches and genocide machinations has sent down cold shivers in the New Delhi’s corridors of power and the newly “done” pro-India regime in Jammu Kashmir with a Hindu dy CM is being pressured to take a pro-India line as before.

US president elect Obama, who has just taken over global power along with all powerful White House, and the paid pro-India Americans are at work to further facilitate nuclearism-cum-strategic moves. India is getting some relief when a US anti-Islamic strategist suggested delinking Kashmir issue from Indian terrorism issue. India wants to keep Kashmir issue far away form the terrorism issue. Pro state terrorism and pro-India strategic affairs specialist Ashley Tellis says the November 26 terror attacks on Mumbai has given birth to the "misguided notion" that a resolution of the Kashmir dispute is imperative to rein in terrorism in South Asia, and that this should be the priority of the proposed special envoy to the region. According to him, who is under Indo-US nuclearism pressures, support for Kashmir would be "a colossal blunder."

India is keen to get what it wants: support form USA for its terrorism in Kashmir.

The single biggest problem, he felt, is that such a solution is based on the assumption that a genuine grievance about Kashmir is the trigger for terrorism in the region. The fact of the matter is that genuine grievances about Kashmir are being addressed by the two countries through their bilateral process, and the groups that are conducting this murder and mayhem could care a damn about Kashmir anymore than they would care about some other subject." He argued that Lashkar-e-Tayiba] and similar groups are "are driven by an ideology that is very, very different, and that can be demonstrated from the fact that these groups are fundamentally non-Kashmiri to begin with. I don't understand how making the argument that solving Kashmir is going to end these tragedies makes any sense at all." Tellis says Barack Obama's thinking, expressed often during his election campaign, that solving Kashmir was key to ending terrorism, is analogous to the argument after 9/11 the Palestinian crisis had to be resolved to avoid such tragedies. "I don't think any of the protagonists of these solutions either understands the region, knows the region, or has given deep thought to it. The real problem, Tellis said, is that the war in Afghanistan has entered a difficult phase thanks largely to Pakistan’s non-cooperation, and it is this issue that should be the focus for urgent resolution.

However, what Tellis refuses to tell the world is the fact about US-inspired terrorism globally harming the world and Sept 11 and several other such terrorisms are indeed the state terrorisms only. If the US went the Kashmir route, the analyst warned, "it would end up being embarrassed and destroying the credibility of American diplomacy.. There is a reason why we haven't done this for 30 years. To try and come up with these ideas now is just shallow thinking.” But he forgets the fact that terrorism is the latest trend and Kashmir will be independent sooner than later.

Resolution of Kashmir will lead to the resolution of all key regional crises. The expectation that the establishment of Palestine state would eventually free Kashmir and other states ha snot yet come true because USA and Israel refuse to let the Palestinians peacefully. Addressing the twin issues of the wars in Afghanistan and Iraq and the economic crisis, Obama said, “Our nation is at war. Our economy is in crisis. The true character of our nation is revealed not during times of comfort and ease, but by the right we do when the moment is hard. I ask you to help me reveal that character once more, and together, we can carry forward as one nation and one people, the legacy of our forefathers that we celebrate today," said Obama, who was sworn in as America’s first black president on 20 Jan Tuesday morning. Obama can with full confidence take steps to release Jammu Kashmir form Indian yoke and hopefully he would do so.

A comment

1. India has always maintained that it is a responsible nuclear weapons state, and hence does not have to sign the NPT, the CTBT or the FMCT. But India is involved in secret delaing across the globe including nuuclar materials, keeps testing nuclear-enabled missiles to cause tension in its neighborhoods, particularly terrorizing Kashmiris and Pakistanis. India wastes huge reosurces on conventional and nuclear wepaions when a peace loving state would not do that in any manner.

2. USA and much of Europe promote capitalism and open market so as to enable the back marketers do nuclear business through private firms. Fraud, malpractices and manipulations are the hallmark not only of Indian big businesses who cheat public with hyped advertisements to fool plus loot the public, but of Indian policy both at home and abroad, especially the near-abroad. Since USA wants to control the entire world, kill and torture Muslims and subordinate Arabs by engineering regime changes and controlling their energy resources, it even supports India. India uses soft diplomacy with all powerful USA, terror diplomacy with both Pakistan and Kashmir and coercive diplomacy with Bangladesh, Nepal and other less powerful ones.

3. India is clearly a black-market agent in nuclear materials and spare-parts. Why should the leaders of Ram’s or Raman’s raja create such illusions about India being a great nation “truthfully” pursuing its national interests when it uses the underground methods to advance its nuclear pursuits? Why the UN, UNSC, NSG and IAEA close their eyes on Indian secret dealings? That being the case, why should India object to Iran’s nuclear ambitions? Why the US, UN and EU did not protest when India claimed using Kashmir to showcase its latest nuclear-abled weapons in Kashmir which has been under its illegal and terror occupation since 1947? In fact had the USA and UNSC been sincere in their approach to freedom and democracy there would not have been crises and tensions in any region. If these powers really wanted to make independent nations Palestine, Jammu Kashmir and many other freedom seeking nations from their respective colonial powers, all of them would have been free long ago and become sovereign members of UN and other global bodies. The main issue here is weapons & technology sale to weak nations by the so-called big powers and their subordinates who resale the procured weapons from USA, UK, France, Russia, China and Israel, India, etc. at a premium.

If powers continue to make weapons of all types and colors and sell them in third world markets, how can the tensions in the regions subside and how can world peace be obtained any time in the future, distant or near? Conversely, without total disarmament it is impossible to make the world safe and peaceful. Arms reduction would lead to that objective, but that by itself not an end to the problem. But talks alone would not get any fantastic results globally. As long as big powers and their associates continue to amaze weapons toilets, arms reduction remains an empty talk. India should think seriously about disarmament in stead of creating scenes of “terrorism” and indulging in blame games, then allocate more of common men’s money on weapons of human destructions and help some of the close “friends” to mint extra profits in arms deals.
